EU Flags HTX in Crackdown on Russia Sanction Evasion

HTX, a well-known cryptocurrency exchange, has been added to the list of companies that are accused of helping Russians avoid the effects of the sanctions imposed on them. This move was declared on Thursday July 23, 2026, and it aims to disrupt the financial flows that support Russia’s invasion of Ukraine.

What The EU Announced

  • The EU published a list of 18 companies which it says provided crypto-related services that enabled sanctioned individuals and entities in Russia to move funds beyond the reach of mainstream banks. HTX appears on that list.
  • Unlike some sanctions that freeze assets or fully blacklist a firm, the EU’s action against HTX is narrower. It flags the exchange as associated with sanction-evasion activities but it does not impose an asset freeze or an outright EU-wide ban.
  • The listing follows a similar step taken by the United Kingdom in May 2026, when London designated HTX as part of a drive against “shadow financial systems” enabling Russia’s access to money and goods.

Quick Background on HTX

HTX began life in China in 2013 under the Huobi name and has grown into one of the world’s larger cryptocurrency exchanges. In 2022, Hong Kong-based billionaire Justin Sun acquired a controlling stake in the company. Sun has been publicly described as HTX as an advisor, though his exact role has sometimes been debated in industry coverage.

Why Regulators Are Focusing on Crypto

Cryptocurrencies have always been attractive to investigators and law enforcement as they can be moved quickly across borders and do not use any kind of traditional banks. This speed and anonymity is something because of which crypto has become a target for regulators. The regulators fear that these cryptocurrencies can be used to dodge sanctions, launder money, or mask the origin of funds.

EU officials say that naming companies like HTX helps expose networks and discourages firms from providing services that could assist sanctioned users. The move is intended to choke off routes that allow sanctioned actors to keep accessing international markets or to hide proceeds from restricted activities.

Industry Reaction and HTX’s stance

The UK’s May designation of HTX sent ripples through the crypto sector, as analysts called it unprecedented for a major exchange. After that action, HTX told reporters that regulatory compliance was their absolute top priority and that the company actively monitors rules in the jurisdictions where it operates.

The cryptocurrency exchange was contacted by Reuters for a comment but no response was received from the team. The company previously stressed it follows global regulatory frameworks and cooperates with authorities where required.

Justin Sun, who is a well-known figure in the crypto industry and a backer of high-profile ventures, is known for having business ties in the United States. He was once linked to World Liberty Financial, a crypto project that was co-founded by the U.S. President Donald Trump and his sons, though reports say that relationship later cooled.

What This Means for Users and Markets

In the case of regular users of cryptocurrencies, this move by the EU will not have an immediate impact on the ability to use HTX’s services in the EU. There is no general prohibition against HTX or confiscation of assets connected to such an announcement.

Nevertheless, this kind of announcement will affect the reputation of HTX and make it harder for other companies and financial institutions to cooperate with HTX. The reaction of the cryptocurrency market to such a decision was rather low. The experts explain that the impact of this decision will depend on the subsequent restrictions.

What Comes Next

This move by the EU marks another trend that is taking place. Regulators are becoming ready to name firms that they feel assist in sanction dodging even without imposing the actual punishment to begin with. It is anticipated that crypto platforms will be under increased scrutiny and possibly even face further action once the regulators find sufficient evidence.

The upcoming days and weeks will be critical for HTX. It can make more public efforts to ensure compliance or make an offer to cooperate. Other regulators may also consider doing the same.
